Yes, anger can cloud our judgment. When a person is angry, he/she does not think straight, and just acts out of anger. For example, a person who is made at someone may start picking things up and throwing them at that person, or start yelling and screaming profanities at them. When a person is angry, said person will not judge ANYTHING properly. All judgments will be based on what the person is feeling; in this case, it's anger.
