McDonald's does similar things. They're not allowed to close the store without permission from someone very high up (who that is depends on the store). If someone was shot and killed in a McDonald's, the manager would be fired if they closed the store without permission from the DM or whomever calls the shots. When I worked at McDonald's, we were never allowed to close for anything. I remember one night while our store was being remodeled, we couldn't serve any food because they were doing construction in the grill area. We couldn't pour fountain drinks because the CO2 line was being rerouted. We couldn't serve coffee because the water line was shut off. So what did we serve? Bottled water, milk, apple dippers, parfaits, and fruit & walnut salads. We only sold a couple dollars per hour, but our DM refused to allow us to close.
