A person would have to have the intelligence lesser than a toddler's to take that caution when tipping over the cone. As you can see, he carefully nudges the cone with the tip of his foot as if it would set off an alarm or something; however, I'm pretty dang sure that despite how dumb I've seen kids be, none will be so scared of a bloody cone.
And again, the footage was recorded, which entirely gives the possibility of it being a dramatic performance, which would explain how he acted cautious -- to entertain.
I will admit I may be wrong about the following since there is no author given, but it's also possible those who were shooting this "stunt" were the same ones who made the gif out of it with the obviously exaggerating words on it, which would further explain how it's just a joke and not a serious attempt at disrupting the community via a stupid traffic cone.
All-in-all, I can't imagine that the MULTIPLE kids behind this had the intent of seeming truly devious.
